CAGEH is the Washington non-profit organization Citizens for Accountable Government in Eglon and Hansville.

CAGEH'S desire is that all citizens in the Hansville and Eglon areas have equal opportunity to have their voices heard when it comes to issues affecting their communities.




CAGEH is for citizens who want governance and representation in their communities to be both transparent and democratic.

CAGEH Appeal Hearing
The Court of Appeals will determine whether the individual GHAAC members should be parties to the lawsuit, based on their failure to follow GHAAC Bylaws and the County's lack of involvement in how GHAAC members are appointed, or whether only the County should be a party.

The Court of Appeals will also determine whether the GHAAC may be subject to claims for violation of Washington's Open Public Meetings Act RCW 42.30.

Why CAGEH?

Some residents throughout our area feel that a small group of local citizens, the Greater Hansville Area Advisory Council (GHAAC), are making major decisions for our communities without clearly and adequately informing all residents of their activities, or gathering input from citizens they represent before they act.

Out of concern for what is occuring in our communities with this County-sanctioned advisory council, GHAAC, and because many residents feel the goals of ensuring fair public process and transparency are seriously compromised, CAGEH was formed.

CAGEH Concerns


GHAAC is an extension of the Hansville Futures Project. They brought the Futures Project's Goals with them when they became the GHAAC and began implementing their own agenda. The Futures goals were determined without broad community input and should not be a mandate to make changes to our community.

GHAAC has been recognized by Kitsap County as the official advisory council for our communities of Hansville and Eglon, but the GHAAC has no accountability to either the County or the people it claims to represent.

GHAAC claims to represent the interests of all citizens, yet they do not have adequate communication mechanisms in place to make sure citizens are aware of what the GHAAC is doing, nor to collect the opinions of area citizens.

GHAAC members vote amongst themselves to make decisions and take actions that impact our communities without any requirement to find out what the people they represent want.

GHAAC members represent specific clubs, groups, and neighborhoods in the area, but many were not chosen by the people they represent.

GHAAC representatives have an indefinite term of service, and GHAAC has no democratic process for replacing representatives.

GHAAC members do not have to tell you who they are, even though they represent you.

GHAAC has not followed its own bylaws.

(Examples of such a issues are GHAAC's unanimous vote to recommend to the County the installation of speed tables in Hansville and Cliffside, and the GHAAC's creation of 'Greater Hansville' including the installation of the 'Greater Hansville' Sign.)

2) To disseminate information to the community regarding activities that threaten representative and democratic governance

3) To take action that supports truly representative and democratic governance in Hansville and Eglon

CAGEH has members who have participated on the following committees in Hansville and Eglon: Greater Hansville Area Planning Committee, Point No Point Boat Launch Community Impacts Study Committee, Remove the Speed Tables Work Group, and Enhance the Speed Tables Work Group. These members strive to participate, and advocate for transparent and democratic action.

has members who regularly attend GHAAC meetings.

CAGEH has members who communicate their concerns about GHAAC to the County.

CAGEH works to inform the community of problems regarding GHAAC's structure and operation.
